A) Dulles Rail, ever escalating tolls on the Toll Road set by the nonelected Airports Authority for the foreseeable future, $3 billion of debt on the Toll Road to be amortized by motorists, with the motorists also responsible for the deficits from operation, together with a tax district on commercial and industrial properties along the Corridor and Tysons Corner, with an elevated railway through Tysons Corner. This is the plan currently being promoted by our local politicians for the Toll Road.
B) No Dulles Rail, the outer four lanes (currently tolled) being rebuilt to Interstate Standards (they are substandard today) and FREE OF TOLLS FOREVER (since the bonds can be paid off promptly), no special tax districts (and refunds of all monies heretofore collected for the special tax districts), with the possibility of offering the inner lanes (now devoted exclusively to airport traffic) on a HOT lane basis (time of day tolled, but voluntarily paid). This is the current plan for the Virginia Beltway and Maryland's freeway expansions.
