We, the undersigned petitioners and users of personal computers, do hereby give notice of our dissatisfaction with both the product and the content of the internet, and the inability to secure our computers and the operating system, Microsoft Windows, against the viruses, trojans, worms, malware, hijackers, spyware, porn dialers and other rogue programs that install themselves on our computers without our consent.

Given the growth of the internet and society's increasing dependence on it, we cannot simply stop using it, yet it remains unsafe for many PC users, putting us at risk of fraud and a variety of other crimes.

We, the users of Microsoft Windows, are beyond frustration with the constant infection of our computers by a wide assortment of rogue programs like trojans and browser hijackers, and demand a more secure operating system.

We, the customers of the internet service providers (aka ISP's), are appalled by the lack of filtering of unwanted content and programs that stream into our businesses and our homes, often without any choice on our part, and ask the ISP's provide better filtering.

We, the users of anti-virus software, deserve anti-virus software that works intuitively against constantly-evolving rogue programs instead of the old-style detection systems designed to screen for only known viruses, and often fail to remove trojans, worms and other rogues.

We, the tax-paying citizens of the United States and other assorted governments, beseech those governments to set standards for the internet, particularly for interoperability, as befits any public utility.

We hereby petition Microsoft, the internet service providers, the anti-virus companies, and the government to initiate steps to better serve the public, such as a more secure operating system, better application and content filtering, more comprehensive anti-virus protection, and the establishment of standards befitting a public utility that the internet has become.
