Forbidding the Elderly from Driving in the HOV, Fast, or Left Lane

We, the undersigned, are petitioning to make a federal law forbidding 'elderly people' from driving in the HOV (aka, the carpool lane), the 'fast lane' (if no HOV lane exists), or the left most lane (if no HOV or fast lane exists in a given State).
For the purposes of this petition, 'elderly people' is defined as any one of the following:
a) Members of AARP
b) Having a handicap license plate/or permit (this would also include those people that are not old, but just disabled, but they get to park in the best spots, so they don't need to be in a hurry anyway)
c) Has crashed into any kind of 'farmer's market'
d) Lives in a retirement home OR community
e) Is 70+ (just in case any of them have escaped points a-d)
We feel that this is necessary to make driving on Americas roads safer for everyone and so we submit this petition.
