John Brumby should pay for by election

John Brumby, outgoing Premier for Victoria, Australia, is resigning from politics. This is in contravention of promises he made both before and after the State Election. This resignation will result in a by election. The cost of this by election, estimated to be in the order of $500,000, will be borne by the taxpayer. Politicians should be made accountable, in real terms, for the statements and promises they make. As a politician on the losing side with no better reason than he's not prepared to give 110\% to the job he should be made to pay for the by election.
