In Oregon, animal neglect in the first degree is intentionally, knowingly, recklessly or with criminal negligence failing to provide minimum care for an animal in ones custody and control and the failure to do so results in serious injury or death to the animal. Technically, this would mean that if, as I was told, officers came out to the house several times on Saturday and left the freezing animal out to die, they are also in violation of this statute.
I would appreciate a response from the agencies involved and hope that we can discuss this issue and see that nothing like this happens again in Klamath Falls.
