As quality declines, so should the price paid to receive said quality. The Katy Independent School District is in a period of steady decline. At the same time, they are asking for increasing sacrifices on the part of taxpayers to subsidise those efforts. As taxpayers, we therefore ask that the amount we are asked to sacrifice approximate the return we are getting for educating our future citizens.
That being said, what we are proposing is that the property taxes now being applied to the KISD be, in the future, relevant to the quality of the education being provided by the KISD.
As the current property tax for KISD is 2\% of the appraised property value, this petition stipulates that that amount be reduced to 1\% for every year that KISD remains below "recognized" status.
