Legalize Bandit Cabs in Ottawa

I want the City of Ottawa to legalize 'underground taxis' and to eliminate taxi plates.
This would allow me as a consumer to reduce the amount that I pay for a taxi and to allow anyone to drive a taxi that has a valid drivers license and valid commercial insurance.
