No to Wave Church Sign Modifications

WHEREAS 1000 N. GREAT NECK ROAD, L.L.C. has applied for a Modification of Conditions for a request approved by the City Council on October 14, 2003 (Virginia Beach Christian Life Center J05-211-CUP-2003), and
WHEREAS said Modification requests to allow the replacement of the existing single sided marquee sign located at the corner of North Great Neck Road and Old Donation Parkway with a new sign in the same location, and
WHEREAS the intersection of Great Neck Road and Old Donation Parkway is a heavily traveled intersection where accidents frequently occur, and
WHEREAS the proposed sign is a double sided self-standing electronic message type sign using light-emitting diode (LED) technology, and
WHEREAS the proposed LED sign is shown at 11-11" in height with each face approximately 60 square feet, and
WHEREAS the Virginia Beach Comprehensive Plan generally calls for such signs to be not larger than 24 square feet on each face, and
WHEREAS the existing sign (single side) is approximately 53 square feet, and
WHEREAS the Modification also requests a building mounted sign on the worship center, and
WHEREAS the Modification also requests two additional 24 square-foot (double sided) non-LED signs on the property, and
WHEREAS there is no assurance that the conditions of the original Conditional Use Permit have been satisfied, and
WHEREAS we citizens of Virginia Beach require our Planning Commission to generally adhere to the Virginia Beach Comprehensive Plan, and
WHEREAS we citizens of Virginia Beach require our Planning Commission to be responsive to concerns regarding our quality of life,

NOW THEREFORE BE IT RESOLVED that the Planning Commission of Virginia Beach shall not recommend approval of the said Modification of Conditions to the Virginia Beach City Council until the following changes have been made to the proposal:
1. All conditions of the Original Conditional Use Permit must be completed prior to replacing the existing sign, and
2. The replacement sign shall meet the requirements of the city ordinance pertaining to such signs, and
3. The replacement sign shall be moved away from the intersection in a northerly direction on Great Neck Road, and
4. The replacement sign shall be no higher than 10 feet in height, and
5. The LEDs on the replacement sign shall be yellow on a black background, and
6. Any video displayed on the replacement sign shall be limited to letters and numbers only, and
7. There shall be no sign permitted on the worship center, and
8. If a sign is permitted on the worship center, that it be on the building proper rather than the upper false faзade, and
9. If a sign is permitted on the worship center, that it not be illuminated.
