Mesdames and Sirs:
Greetings!
As students of this University, we are privileged to nominate Prof. Leonor Magtolis-Briones for President of the University of the Philippines System. Prof. Briones is no doubt a scholar, educator, activist, public administrator and leader of superior order. Other nomination letters must have depicted how she far exceeds the criteria set by the Board of Regents for the selection of the UP President. Thus, we would like to emphasize her traits and virtues that make her the best candidate for the post.
Prof. Magtolis-Briones is a renowned educator and thought leader here and abroad
Her stature in the academic community is beyond reproach. She has been with this University for the past 40 years undertaking various academic pursuits teaching, doing research, writing and publishing scholarly papers, writing a textbook, delivering talks and lectures everywhere in the Philippines and in different parts of the world. She had also held important management positions at her home college, the National College of Public Administration and Governance as Director for the Center for Policy and Executive Development (2002-2005), and the University as Vice President for Finance and Administration (1996-1998).
Her body of work, which she built through four decades of academic life, is now a pillar in the education of students in public administration and governance in UP and other schools, including Harvard University.
More importantly, Prof. Briones is a seasoned teacher arguably the best in her home college and in the University imparting not mere theories but wisdom she had gathered in practice through the years. Indeed, one thing that makes her stand out in the academic community is her generosity in sharing her knowledge, expertise, ideas and wisdom with her colleagues and students. This excellence freely shared through humble generosity, we believe, will make academic learning a meaningful experience for all members of the UP community.
Prof. Briones Magtolis-Briones has genuine concern for her students and colleagues
Despite her accomplishments and stature, Prof. Briones remains accessible to her colleagues and students. Despite her busy schedule, she is always approachable, always welcoming of people who seek her attention. She takes time and even goes out of her way to listen and discuss, to assist and inspire. Small wonder that her students and colleagues are drawn to her.
Having been in this University for 40 years, she has seen different generations of students, faculty and employees. She has good appreciation of the needs, challenges, aspirations of each sector of the University. Her genuine concern for students is unquestionable. This is very apparent in her personalized teaching style which allows her to build lasting friendships with many of them. That one student from the College of Social Sciences wrote his baccalaureate thesis on her life as educator, woman, activist (a rare thesis topic, we should stress) is one concrete proof that students from various parts of the University recognize, appreciate and reciprocate her concern.
Discussing with Prof. Briones, whether within or without the classroom, is always an enriching experience. She challenges the mind of whoever she speaks with and encourages varied, even conflicting, ideas. In fact, she welcomes ideas contradictory to hers. She even furthers the discussion in her regular columns in the on line publications of ABS-CBN and Business Mirror.
The foregoing show Prof. Brioness capacity to build a healthy relationship among people, her capability to nurture a democratic spirit in the Universitys campuses, and her ability to strengthen a healthy sense of community among us.
Prof. Magtolis-Briones is a paragon of good public administration
Prof. Briones has what it takes to run an organization as complex and huge as the UP System. Her track record in government service is more than impressive. She was National Treasurer, Presidential Adviser for Social Development (Cabinet rank), Secretary to the Commission of Audit, UP Vice President for Finance and Administration, among others.
Despite the sensitivity of the positions she held, she remains untainted. This is especially true when she was National Treasurer during the highly controversial presidency of Joseph Estrada. Despite her close association with the ousted President, she remains credible, maintaining her stature in the academic community and the civil society.
In addition, one noteworthy advantage of Prof. Briones is her ability to adapt to the times. As UP Vice President, she introduced electronic-based salary disbursement. She furthers discussions with her students through electronic mail. Nowadays, too, she writes on-line opinion columns.
Her mastery of the principles of public administration, her formidable experience in government service, and her ability to adapt to technological advancements show her capability to manage the UP System in a manner that is credible and corruption-free, and, in the process, pursuing the modernization of the UP System.
Prof. Magtolis-Briones is an activist for political and social development
Prof. Briones is an activist of the first order. She is lead convener of Social Watch Philippines which is the biggest network of NGOs, peoples organizations and academicians that monitors and advocates the countrys realization of its Millennium Development Goals (MDG) commitments. Foremost of its strategies is budget advocacy where alternatives to government budget preparation and allocation are presented on a yearly basis. With Prof. Briones as lead advocate, Social Watch has influenced governments budget policies in environment, health, education, gender and indigenous peoples.
Prof. Briones is also known internationally as the Philippiness representative to W8, a group of eight women from the Third World organized by Oxfam that campaigns for more contributions for MDGs from G8 countries. Her work brings her face-to-face with royalties and chiefs of states.
Her activism has brought her closer to people throughout the social and political spectrum. She has engaged farmers, fishers, urban poor, armed combatants from both sides of the political arena, politicians, government stalwarts, academics, social and political activists, chiefs of state. Her activism has brought her to all sorts of places in the country and abroad, from the farms to the halls of the United Nations.
Lately, too, Prof. Briones has been putting a lot of emphasis in her talks, writings and media statements not only on poverty and corruption but also on climate change. There is no doubt of its significance as climate change puts humanity in a precarious situation. With her concern for it (along with poverty and corruption), her presidency should put UP at the forefront of research and discussion on climate change policies and actions. A Briones presidency, therefore, assures us of the continued relevance of the University to our national life and that of all humanity.
In fact, her activism dates back to the dark years of Martial Law where she fought the Marcos dictatorship and suffered tremendously all for the love of country and dedication to democracy.
Aside from academic excellence, political and social activism is a hallmark of this University. We need an activist for our University President to guarantee not only a wide democratic space in the UP campuses, but more importantly to ensure that our students, faculty and graduates remain committed to nation-building and the well-being of the poor. Prof. Briones sets the standard for this.
Prof. Magtolis-Briones has a wide network
Her long, impressive and clean track record in the academia, national and local government, foreign governments, the multi-laterals and bilaterals, financial institutions and the social movement, as well as her dealings with the private sector, have provided her with a wide network for continued learning, fundraising and various sorts of partnership. It is in this sense that we believe Prof. Briones has the capacity to build funding, learning and social development partnerships with various international and domestic governments and institutions that can ensure UPs position as the premiere university in the country and as a major institution for higher learning in Asia.
We, students of the University of the Philippines, believe it is high time for UP to have a President who is pro-people, pro-student, pro-democracy, pro-modernization, a genuine academic, an accessible manager and public administrator, of untarnished reputation. We therefore give our strongest support to Prof. Leonor Magtolis-Briones!
