Options for personal PayPal account holders

We the undersigned are hereby petitioning PayPal.com to truly and ethically honor their offer of free services to personal account holders.
It is very aggravating that PayPal restricts personal accounts on credit card payments but lacks guidance through making payments in a way that PayPal WILL allow. PayPal should take responsibility for informing people they are sending payment that can/will not be processed unless the recipient upgrades, pays fees on EVERY transaction, not just the credit card funded transactions.
PayPal offers "Block payments funded by credit card when the sender has a bank account" preference to premier members. We ask that PayPal implement a warning to payers that their credit card payment can not be processed by the recipient and that recipient be given the option to block credit card payments until such time that recipient feels an upgrade would be beneficial.
PayPal asserts that personal accounts are absolutely free but then makes it impossible to function smoothly. It is extremely upsetting to both buyers and sellers when payments have to be denied. Regardless of credit card admonishment, PayPal makes it tedious, to say the least, for payers to understand the funding source.It seems an unethical measure to pressure personal accounts to upgrade.

They froze $8460 Dec 27 2003 and refuse to give my Ebay customers a refund. They said I need to fund the account almost $17,000 to get the account out the negative and refund my customers. I have the proof to show Paypal has their money. And my customers

I recently had to deny 30% of my paypal payments... I'm not a regular seller, and I'm not in business... I may not ever accept another paypal payment again.
