MANUAL COUNTING OF VOTES
PREAMBLE
On May 10, 2010, registered Filipino voters in the Philippines go to the polls and vote for the President, Vice President and other national and local candidates. This election marks the first automated counting of votes in national elections and local elections. The automation is a most welcome election process but is wrought with the imminent danger of it being manipulated leading to fraud and deception.
The Commission on Elections (COMELEC) is the body that insures elections free of deceit and manipulation; therefore, this body shall protect by all means the sanctity of the ballot. The protection of the ballot entails a well laid-out plan put in place long before the election day. As what has been observed by most Filipino voters in the Philippines and abroad, the COMELEC has failed to shield the ballot from possible devious machinations.
PETITION
WHEREAS, it is the policy of the Philippine Government to insure free, orderly, honest, peaceful, credible and informed elections.
WHEREAS, the COMELEC has the power to prescribe the manner and procedure of counting the votes under the automated system. Further, Section 13 of RA 9369 ( Automated Election System Law) provides that the automated election system shall be so designed to include a continuity plan in case of a system breakdown or any such eventuality which shall result in the delay, obstruction or non-performance of the electoral process.
WHEREAS, parallel manual counting of votes for President,Vice President, and Mayors shall be part of the continuity plan to eliminate fraud and insure that the balloting reflects the will of the people. The parallel manual counting of votes strengthens the automated counting of votes and both counting shall insure the fullest safety and credibility of votes.
WHEREAS, the COMELEC shall consider all possible legal ways and means reflecting its mandated duty to conduct and deliver election results which reflect the voice of the Filipinos participating in a democratic electoral process.
We, the OVERSEAS FILIPINOS WORLDWIDE (OFW) , call on the COMMISION ON ELECTIONS to pass a resolution allowing parallel manual counting of votes for the President, Vice President and Mayors nationwide.
