The PV Saver Scheme is a revenue-neutral, financing scheme where a long-term, low-interest loan is paid back through targeted rates. The PV Saver Scheme costs the ratepayers nothing. It is merely a way for local government to intervene into the marketplace where the private sector banks are reluctant to go, with long term, low interest, secured loans. The loan is paid back through a targeted rate system so the only people paying the higher rates are those who take the loan for the purchase of a system.
