We the undersigned, as tax-paying citizens of Madison County, demand the immediate removal of Steve Bell from the position of Regional Environmental Services Director for the Jackson-Madison County Health Department. Mr. Bell has consistently mismanaged the Madison County Rabies Control/Animal Shelter by excessively containing and euthanizing dogs at taxpayer expense and refusing to allow paid adoption of shelter pets in accordance with state animal control guidelines.
We furthermore demand that this position require, and be occupied by, someone who will at a minimum:
1) work within the laws and guidelines set forth by the State of Tennessee regarding animal control and prevention of animal cruelty;
2) cooperate fully and honestly with other state and local animal shelters, rescue agencies, veterinarians, and individuals in their attempts to aid and rescue companion animals;
3) employ and train a professional and compassionate staff;
4) offer assistance per state guidelines to reunite lost pets with their rightful owners; and
5) facilitate adoptions whenever possible.
