Remove classes from Universities below Freshman Year General Education

This petition is for the Residents of California to sign.
To remove below freshman year University Classes at Universities with Bachelors Degree programs, that the student customers supposely are qualified for by being admitted into the Bachelors Degree programs.
If the admitted student did get into a University with Bachelors program that is a person below the General Education requirement, such student should go to a lower school campus for the correct level college degree.
- Financially the University staff has to accomodate lower performers, that might be just 'slackers', or 'party ala mode'
Such as Writing labs for below English 1a, math lab for College Algebra 1.
Unless the student customer is clearly disabled, financially strapped (even in denial), or lives in a dysfunctional home.
