Restrict a persons tenure as a Chief Minister or Prime Minister to a maximum of 2 terms

Once a person is elected as a Prime Minister / Chief Minister, he/she can take up the role for a maximum of 2 terms.

Consider our country India, we have babus in politics since before many of us were born and it is almost impossible to throw them out, simply because of the connections they have built over time. Thus even if a new candidate who is good enters politics, no one will vote for him/her. 

 I agree there may be a case where some good politicians will also have to opt out, but I feel such politicians should groom new people to take their place and not stay on forever, even if they are good. This will ensure that people get into politics only for the right reasons.
