Rogers NFLD Restore Upstream to 60K now!

Here's The Issue!
-----------------
Rogers Nfld recently reduced the max upstream capacity in some residential areas to "FIX" a network issue that made it not capable of routing the traffic it's paid subscribers were generating. This "FIX" in effect cut the maximum bandwidth on subscriber connections effectively cutting in half the traffic the ISP in question would have to route thereby reducing the bottleneck.
We, the undersigned, feel this non-advertised and arbitrary reduction in generally accepted service standards, and subsequent lack of a price/cost adjustment for the subscribers it affects, constitutes nothing more than a blatant and fraudulent overcharge of a viable customer base who may or may not have any other viable alternative in the broadband internet connection marketplace, and who may have already invested in the purchase of cable modem products from Rogers Cable.
The Proof of the claim follows below.
Diagnostic Cable Modem Results captured using DOCSDIAG found at http://homepage.ntlworld.com/robin.d.h.walker/docsdiag/
Upstream Level Prior to "FIX":
------------------------------
DOCSDiag Result from Date and Time = 2002-06-26,??:??:??.?-??:??
QoS max upstream bandwidth = 512000 bps
Upstream level After the "FIX":
-------------------------------
DOCSDiag Result from Date and Time = 2003-02-19,02:52:39.0-03:30
QoS max upstream bandwidth = 256000 bps
