In November 2003, the Kementerian Perumahan Dan Kerajaan Tempatan (KPKT) made a new amendment on the procedures on issurance of Certificate of Fitness for Occupation (CFO) by all local authority. Since then all CFO issurance is under a concept of One Stop Center (OSC)- meaning which (ONCE) Problem Happen All Government Authorities Will (STOP) Investigation On This (CASE)?
When the purchaser start to complaint to MPSJ in July 2007. A PROMISE was made by the Yang Dipertua of MPSJ to request Merge Housing Berhad to rectify all the problem within a week. But nothing happen. The purchaser then writting letter to the above parties and cc copy to Menteri Besah of Selangor and MYMM Sultan of Selangor. Then, also nothing happen.
On October 2007, a group of purchaser have visit the KPKT at Pusat Bandar Damansara. A PROMISE was again made by the authority to assist the purchaser. One day later, when purchaser made on enquiry on the status, the KPKT official reply that they are STILL STUDY on the matter as KPKT ARE UNSURE whether the KPKT have the authority to assist the purchasers.
Worse still, some KPKT officer are even quentioning purchaser why come to KPKT and suggesting purchaser should go to MPSJ, since the purchaser purchase the property under the area of MPSJ?
Now, purchaser are really confuse which authority should we refering to? Because MPSJ claimed that this is a housing developer problem should refer to KPKT. While the KPKT claimed this is a state issue and should be deal by MPSJ?
We are deeply disappointed on the above incedent. We have reasons to belief that the are high possibility that the "Government Delivery System" have not functioning and required and immediate investigation.
This is the reason we call for the establishment of a ROYAL COMMISSION to commence an immediate investigate on the MPSJ and Kementerian Perumahan Dan Kerajaan Tempatan.
