Help save Victor the Snakemannn! This is the basic situation as stated by Victor

The City of West Hollywood has me in a Catch 22 of a Catch 22. Seems I cannot sell my Jewelry on the Sunset Strip where I sell it as their "Peddler's License" I need only allows me to sell a mile east of where I sell, so they want me to pay $325 to get a permit to sell in a place where I have no customers, to not be able to sell my Jewelry while having their permit and to appeal their ruling of where I can sell, hence making no money while I wait 4 to 6 weeks for a decision.
I have no problem getting the permit, they will just not allow me to sell where I sell because someone that was appointed to permit people to sell has deemed my area that the people are that buy and wear my Jewelry on the Sunset Strip, not a place for "Peddlers" to sell stuff.
So Now I cannot go out to West Hollywood and make any money, so I cannot even get the money to get the permit if they would allow me to get it because I need the permit in order to make any money. The guy who told me all this told me "I have a website and I should make money there". I said "Everyone tells me they are gonna get something off my site, but no one orders anything" so he said "that's not his Problem".

Victor does a great service for all the clubs he sells in front of. Not only does he promote for all these clubs, he keeps the homeless away who beg for change and he also calls the police if anything bad happens. He is also a great witness to crimes, since he does not drink or do drugs. He has saved 2 elderly women from an apartment fire and given CPR until the medics arrive.
When Victor is NOT in front of those clubs selling, the homeless come out to panhandle for booze and drugs. Would YOU want Victor to not be there and forced to move to an unsafe and non profitable location? I surely wouldn't!
