We the undersigned come together before you to request an immediate review of the ninety percent law mandated by the State of Georgia and the Board of Pardons and Paroles.
The members of the Board need to review the ninety percent law. Since the law has been mandated thousands of prisons have been overpopulated.
In the Annual Report for the FY03 their mission is said to 'Use agency and community resources as a bridge to help parolees reach self-sufficieny and stable citizenship. How can this be possible?
In August of the same year, voters ratified an amendment to give the Board authority to grant pardons, paroles, reprieves, and the ability to commute sentences, to remit sentences, and to remove disabilites imposed by the law. Why should they be granted so much authority over the court system?
Georgia's prison population is the sixth-largest in the U.S. with more than 49,000 offenders sentenced to state carceration. The number of people sent to prison is ever growing.
A man in Georgia was sentenced to 10 years for stealing an apple from a grocery store. Under the 90 percent mandated rule, he has to at least serve 8.5 years before he is eligible for parole.
Stupid and hideous rules as this send to many minor incidents to prison and let more of the serious crimes out the door.
PLEASE HELP US IN STOPPING THE 90 PERCENT LAW AND GIVE THEM THE CHANCE TO LEARN TO BE SOCIETY MEMBERS. THEY WILL NOT LEARN THE RIGHT WAYS IF THEY ARE NOT REHABILITIATED.
THE COURTS SHOULD HAVE THE AUTHORITY TO MANDATE SENTENCES AND GUIDELINES. WHAT IS THE USE OF THE COURT SYSTEM IF THEY ARE OVERSTEPPED AND OVERRULED BY THE BOARD OF PARDONS AND PAROLES. IF THE COURT DECIDES A PERSON SERVES 2 YEARS OF HIS 5 YEAR SENTENCE, THEN NO ONE SHOULD HAVE THE POWER TO OVERSTEP THAT BOUNDARY.
