We, the undersigned, consider United States Federal law - enforced by the DEA - regarding industrial Cannabis cultivation, to be in direct breach of the 1961 United Nations Single Convention On Narcotic Drugs, which states (under article 28, section 2) that, This Convention shall not apply to the cultivation of the cannabis plant exclusively for industrial purposes (fibre and seed) or horticultural purposes. The Justice Departments DEA, created in 1970, states that all drugs, . . . will be controlled in conformity with the [UN 1961] treaty or other international obligation. However, the House Committee Report on the same 1970 Act, concludes that, marijuana would be prohibited except . . . for the emergency production of hemp.

We the undersigned, demand that the United States Federal Government respect the obligation under international law to recognise Hemp and Marijuana as belonging to the taxonomic genus Cannabis and to permit freely the cultivation of this proven, renewable industrial fibre and seed resource under international law. In doing so, we, the undersigned, suggest the immediate granting of industrial licenses to farmers in the United States of America. We, the undersigned, demand our constitutional right to earn a living from the natural industrial resource commonly referred to as Hemp. In the same way the Founding Fathers encouraged industrial Cannabis cultivation, we demand that that right be returned to us. We, the undersigned, understand our constitution to be written on Hemp paper and object to a Federal law that not only breaches our obligations under international law but serves to prevent the cultivation of Cannabis for industrial applications on American soil.
