"Undocumented Refugees"
As most of the states in the world, the Senegalese State has expressed its willingness to ensure protection to any person having a well-founded fear of being persecuted in his country of origin for reasons of race, religion, nationality, membership of a particular social group or political opinion.
For this, Senegal has pledged to recognize the juridical status of "Refugee" as defined in the 1951 Convention relating to the Status of Refugees, by enacting a the 1968 law which adopts most of its provisions.
The law is supplemented by a 1978 decree which provides in its article 12 that "the Minister of the Interior gives to the refugee the following documents: a refugee certificate, an refugee identity card, a travel certificate in accordance with the model set out in Article 28 of the Geneva Convention of July 28th 1951.
Therefore, the Senegalese authorities are legally bound to ensure the effectiveness of the implementation of the rights given to refugees to settle and enjoy a normal life in Senegal.
Indeed, how to get a job without identity documents, how to acquire a house without identity documents, how to pass a driving licence without identity documents, how to travel without identity documents?
We urge the Senegalese Government, main responsible of the difficulties faced by refugees this last years, to immediately issue those identity documents without which the refugee status loses its meaning.
