Xbox Live Arcade Offline

The following parties request an expedited resolution regarding Xbox Live Arcade games that have been purchased and were initially able to play said games offline (ie: not connected to Xbox Live Service). However, due to a mass system defect (Red Rings Of Death, http://en.wikipedia.org/wiki/RROD) and Xbox's insitence that purchased games are (apparently) forever linked with the console initially purchased on, has caused many gamers frustration and confusion due to Microsofts (apparent) inability to implement a viable solution.
These issues have been posted publicly on Xbox.com's very own Forums at the following thread : http://forums.xbox.com/17382308/ShowPost.aspx
Various examples of our plight can be found here. Please know that some of the parties listed on this thread have been waiting since 11/05! A resolution has happened to few, but the overall consensus is that those lucky few are few and far in between compared to the number of users having difficulty. Also, of the few that have had an acceptable resolution, some have long wait periods and some have short wait periods. Why is there this discrepancy? This is showing us there is an answer. We are simply requesting that this solution, whatever it may be, be implemented immediately across Xbox Live.
We cannot stress enough that we are completely willing to work with Microsoft and the Xbox Live team for immediate and acceptable system-wide fix for this issue. However, so far, we have seen little to no action in making a fix. May we remind you that we, as Xbox 360 gamers, need to pay a subscription fee for Xbox Live service? And also that, we the undersigned, have spent more money to buy an Arcade game that when initially bought allowed us to play it both online and off-line (which is convienent for gamers on travel as an example), but due to the previously mentioned systemic 360 platform issues had to have our console replaced and now have lost our ability to play our paid for games off-line.
Also we shall inform various mass market media outlets of our plight.
