A PETITON FOR A FEDERAL INVESTIGATION OF THE SOUTH CAROLINA DEPT. OF CORRECTIONS

I am creating an online petition for those who have friends, family, and loved ones, incarcerated in the SCDC system. The conditions they live under are appalling. Each prison is run like a medieval fiefdom. There is rampant corruption, falsifying of inmate records, false charges brought on inmates to keep them from making Level 1, manipulation of inmate funds, undocumented assaults on inmates, denial of medical care, over crowding, staff selling drugs, sex, and other contraband to inmates. Federal funding for GED classes where inmates never pass the test, staff on extended paid medical leave. SCDC has been financially bankrupt for several years and it is also morally bankrupt. Local Politicians and Legislator turn a blind eye to all of this because inmates are looked at as animals to be contained. Due to lack of education and life skill training Recidivism rate is over 80\%, thats job security.
The latest in a long list of abuses is proposed forced DNA testing for which the inmate will be forced to pay 250.00. Thats money that friends and family have worked hard for to put on their account so the can subsidize the food ration, and have basic hygiene products. There are many advertised DNA testing facilities that charge a lot less, so who is lining their pockets? Since 85\% of inmate population in SCDC are minorities this constitutes racial profiling.
