We, as Filipinos, RECOGNIZE that the drafting and crafting of laws are the functions and responsibilities of the legislative branch; that the Members of the Senate and the House of Representatives have no jurisdiction and business in the actual identification and implementation of government programs and projects which functions and responsibilities are that of the executive branch in both the national and local levels.
CONSIDERING the various conflicts that have occurred, are happening and shall emanate in the separate identifications and implementations of different programs and projects of the National Government and the Local Chief Executives vis-а-vis those of the Senators and District and Party list Representatives, the allocation and utilization of pork barrel funds of legislators have resulted into waste of the taxpayers money, uncoordinated plans and activities, political bickering and grandstanding, and similar factors that are disadvantageous to the society and people in general.
REALIZING that the pork barrel funds have been, are and will be sources of graft and corruption in the form of commissions, cuts, ROIs, percentages and the likes, the funded programs and projects have been, are and will only be low-quality, low-grade, substandard, incomplete, non-priority, nonessential or not in accordance with national and local development plans and the actual needs of the society and people.
We, as Filipinos, therefore, PETITION the Members of the Senate and the House of Representatives to pass a bill that calls for the immediate abolition of the pork barrel funds and to ban the creation of similar funds in the future.
