The petition is for California State Law:
Any school beyond High School, cannot enroll students in programs where the school is still building the campus class room, or never had the program but just recently started a ''impacted'' or ''top students only''. When clearly the classroom, laboratory, and department office is being built, or improved.
For example as FRAUD but accepted from a trusted source:
How can a College or University claim there are Engineering or Computer Schools inside when the building is in "CONSTRUCTION". Then 'sweetly' termed as only GPA 3.0 are allowed enrollment, and 'hard major'. This happened to San Jose State University 1980-1995, including the pool area and stadium.
