Whereas the CRA ordinance was reconstituted in 2001, and
Whereas Mr. Donald Bellfield has been the chair of the Minneapolis Civilian Review Authority (CRA) for the past two years and
Whereas Chair Bellfield without just cause canceled the normally scheduled monthly meeting of the CRA board scheduled for Wednesday, March 3, 2010 and
Whereas his misuse of power and authority violates the CRA Ordinance, all rules of conduct under Roberts Rules of Order, the Open Meeting law notification requirement, and fiduciary duty under the CRA Ordinance and
Whereas the cancellation of this meeting was in direct conflict with the purpose of the CRA: To serve the community in the area of investigating claims of police misconduct by persons allegedly mistreated by members of the Minneapolis police department and
Whereas the Minneapolis Civil Rights Department Staff of The CRA was not present at said meeting and
Whereas the assigned City Attorney representative Mr. Fussy was not present at the noted meeting time and place and
Whereas the CRA has failed in forming positive relationships with our community and other boards/commissions/councils, and has failed in forming a positive environment for due process/case review and closure with the Police Department and
Whereas at least 30 community members were present at the noted meeting place and time for the normally scheduled monthly meeting of the CRA, that was duly noticed on the City of Minneapolis website and
Whereas this cancellation is but another example of Mr. Bellfield's continued failure to abide by the CRA ordinance and serve the interests of the community, now, therefore be it
Resolved, that the community demands Mr. Bellfield's resignation as Chair of the CRA and resignation from the CRA board effective immediately.
