City Authority to trim, obscured public work equipment: electrical, gas, and communication

This petition is to turn into county ordinance: To give each city authority to 'trim' any plant, tree, grass, or man-made structure(s) to prevent damage to electrical power poles, cables, telephone cables, television cables, public works machine(s), gas processing, fire hydrants. Any private owned plant or structure needs two weeks warning from the city offices.
There were always cases where such public works electrical poles, telephone poles, ... have been pulled down by trees, plants due to high winds, or fire due ot heat of public works equipment.
Its also common some of these poles to be hit, due to not being visible in bad weather.
Being: Public Safety due to lack of electric services, telephone services, gas heating, and fire prepared. Electrical poles, and telephone poles have been known to be subject to replacement due to high winds, and fire.
