Creation of an Extraterrestrial Open Contact Law

To the United States Congress:
We, the undersigned, believe that people should be allowed to have contact with peaceful extraterrestrials and support the repeal of laws like the Extraterrestrial Exposure Law, Title 14, Section 1211, which once prohibited contact between humans and extraterrestrials. Under this NASA law, enacted in 1969, such persons could be threatened with indefinite quarantine and other penalties.
Instead of such harsh, punitive legislation, we support the creation of an Open Contact Law by the United States Congress, so as to allow contact between the people of the United States and neighboring extraterrestrial groups and societies that inhabit our universe. We believe such a law will be of benefit to all civilizations involved. An Open Contact Law would help to replace a climate of fear and ignorance regarding the subject of extraterrestrials with a national policy that supports education, exploration, and scientific advancement of our understanding and interaction with humanoid life forms from other planets.
