(ENG) TO: The Authorities of Morocco

We, the undersigned, call on the authorities of Morocco to cease immediately the harassment and persecution to which the journalist Ali Lmrabet is object.
On 21st of May, 2003, the editor of the satirical weekly magazines Demain Magazine and Douman was condemned by a court of first instance of Rabat to four years of unconditional prison (later reduced to three on appeal) and a fine of 20,000 dirhams (approximately 2,000 Euros). In addition, the weekly magazines that he directed were banned. The charges against him, the most serious with which a Moroccan journalist can be charged, are those of insulting the persona of the King, the monarchical regime and the territorial integrity of Morocco. The accusations were based on the publication of a series of articles and caricatures.
The journalist began a hunger strike just before entering the prison of Salй. The hunger strike lasted for 50 days and has left important after effects. Mr Lmrabet began a new fast on 30 November, along with the journalist Mohamed El Hourd. This new hunger strike could well worsen Lmrabets state of health. Moroccan authorities will be responsible for any deterioration in his health
The conditions in which he is being kept in prison are not those of a prisoner of conscience; he is not allowed to exercise his right of freedom of expression and he his constantly submitted to harassment by the prison staff.
The undersigned demand that Ali Lmrabet be freed swiftly, with all charges against him dropped, and that he be able to continue his work as a journalist without impediment. We firmly believe that the freedom of expression in Morocco has undergone a worrying reduction in recent times, and that this case is a clear example of this.

Nous, les signataires, faisons un appel aux autoritйs marocaines pour que cessent la maltraitance et la persйcution а laquelle est soumise le journalise Ali Lmrabet.
Le 21 mai 2003, le directeur des hebdomadaires satyriques Demain Magazine et Douman fut condamnй par le tribunal de premiиre instance de Rabat a quatre annйes de prison (trois ans aprиs appel) et а une amende de 20 000 dirhams (environ 2000 Euros). De mкme, les hebdomadaires quil dirigeait furent interdits. Les charges qui furent retenues contre lui sont les plus graves auxquelles un journaliste marocain peut кtre exposй: outrage а la personne du roi, au rйgime monarchique et а lintйgritй territoriale. Laccusation sest fondйe sur la publication dune sйrie darticles et de caricatures.
Le journaliste avait commencй une grиve de la faim juste avant d'кtre incarcйrй а la prison de Salй. La grиve dura 50 jours et lui a laissй d'importantes sйquelles. Lmrabet a commencй une nouvelle grиve de la faim depuis le 30 novembre, quil mиne avec le journaliste Mohamed El Hourd. Lйtat de santй dAli Lmrabet est trиs prйoccupant et risque de saggraver encore plus. Les autoritйs marocaines seront responsables de la dйgradation de son йtat.
Les conditions de son enfermement en prison ne correspondent pas а celle dun prisonnier dopinion; on lui interdit dexercer son droit а la libre expression et il est soumis constamment а des mauvais traitements de la part des fonctionnaires de la prison.
Nous, les signataires ci-dessous, exigeons la libйration rapide et sans charge d'Ali Lmrabet et la possibilitй, pour lui, de continuer son travail journalistique sans gкne. Nous croyons fermement que la libertй d'expression au Maroc a souffert ces derniers temps un recul prйoccupant et ce cas en est une preuve.

Nosotros, los abajo firmantes, hacemos una llamada a las autoridades marroquнes para que cesen el hostigamiento y la persecuciуn a la que se ve sometido el periodista Alн Lmrabet.
El 21 de mayo de 2003, el director de los semanarios satнricos Demain Magazine y Dumбn fue condenado por el tribunal de primera instancia de Rabat a cuatro aсos de prisiуn incondicional (luego rebajados a tres en apelaciуn) y a una multa de 20.000 dirhams (alrededor de 2.000 Euros). Tambiйn fueron prohibidos los semanarios que dirigнa. Los cargos que se le imputan, los mбs graves de que puede ser objeto un periodista marroquн, son los de ultraje a la persona del rey, al rйgimen monбrquico y a la integridad territorial. La acusaciуn se basaba en la publicaciуn de una serie de artнculos y caricaturas.
El periodista iniciу una huelga de hambre poco antes de ser encarcelado en la prisiуn de Salй. La huelga durу 50 dнas y le ha dejado importantes secuelas. Lmrabet ha iniciado una nueva huelga de hambre el 30 de noviembre junto al periodista Mohamed El Hourd y su estado de salud es muy preocupante. Las autoridades marroquнes serбn responsables del empeoramiento de su salud.
Las condiciones de su confinamiento en prisiуn no corresponden a las de un preso de conciencia; se le impide ejercer su derecho a la libre expresiуn y es sometido constantemente a hostigamientos por parte de los funcionarios de la prisiуn.
Los abajo firmantes exigimos la pronta liberaciуn sin cargos de Alн Lmrabet y que pueda continuar su labor periodнstica sin trabas. Creemos firmemente que la libertad de expresiуn en Marruecos ha experimentado en los ъltimos tiempos un preocupante retroceso y este caso es una buen aprueba de ello.
