The Ghisletta Annexation involves the mass urbanization of 144 acres of important agricultural watershed lands located at a key Napa gateway. It is our understanding that, under the California Environmental Quality Act, the City of Napa is required to prepare an Environmental Impact Report (EIR) before the Annexation can be approved.
Environmental review must identify and assess the potential environmental impacts of the Annexation, including but not limited to:
*** The specific cumulative impacts of potential development (for example: negative impacts on local and regional traffic; loss of aesthetic beauty and views; negative impacts on the Napa watershed, including run-off into the Napa River and long term water supplies; negative impacts on plant and wildlife habitats; etc.);
*** Specific alternatives to the Annexation Project as currently proposed (for example: other projects such as Napa Pipe; partial annexation; etc.); and
*** Specific mitigations of identified impacts.
This is a large Project that will have significant and permanent impacts on all of Napa. We request that you, as our elected officials, follow the procedures provided under California law to examine the potential costs of the Ghisletta Annexation Project to the community and the environment, and that you provide specific details regarding your plans to eliminate or mitigate those impacts.
We hereby object to the lack of a specific EIR for the Ghisletta Annexation Project and urge the Napa City Council to withdraw the Annexation Application from consideration pending full environmental review as required under California law.
