Restore Licensed Direct Entry Midwives as Qualified Practitioners to the 2010 PEBB Statewide Health Plan

We respectfully request immediate restoration of coverage for Oregon licensed direct entry midwives as qualified practitioners under the 2010 PEBB Statewide Plan for the following reasons. We understand licensed midwives were previously covered by the PEBB/Regence plan as out-of-network providers for approximately the last ten years, a result of member petitions to add the coverage in the late 1990s. We understand some PEBB members were explicitly told licensed midwives would continue to be covered as out-of-network providers in the new 2010 PEBB Statewide Plan. We feel the Board did not act in good faith by removing licensed midwives from the list of qualified providers, especially after telling some members licensed midwives would still be covered.

We support choice in maternity care; PEBB members should be able to choose their state-licensed maternity care provider, as well as their location of birth (hospital, birth center, or home) with their qualified provider. We understand PEBB stands to save hundreds of thousands of dollars by restoring licensed midwives to the list of qualified practitioners, and we expect PEBB to realize these savings. We hope The Board will act on this request quickly, as there are pregnant mothers due to give birth in the coming weeks and months and they need immediate restoration of coverage for their licensed midwives. In addition, there are many others either newly pregnant or planning to be who are making important decisions about their maternity care.

We do not want PEBB to restrict choices in maternity care. Please make this change for the benefit of all PEBB families, and for the savings for the State.
