Tragic Situation in Kashmir Demands the Urgent Attention of President Obama

We, the undersigned, have been deeply moved by reports of the entire adult population of major towns in Kashmir coming out in the streets with their demand for a speedy implementation of the pledge solemnly extended to them by India and Pakistan and the United Nations the pledge that they would be allowed to decide their future through an unrigged and uncoerced vote under impartial auspices. We take this spontaneous upsurge of Kashmiris as an unmistakable expression of their resentment against the indifference of the world powers and their failure, due to toxic power politics, to secure the fulfillment of the international agreements concerning their status.
Mr. President,
Your own sensitivity to the effect of the festering tragedy of Kashmir has been clear to all impartial observers. A just settlement of the Kashmir dispute has the potential to eliminate the ground for militant extremism in South Asia and of the arms races between India and Pakistan.
Today, Kashmir continues to bleed. Today a deliberate, systematic and officially sanctioned campaign of state terrorism has been launched against the people of Kashmir. This has caused a renewed outpouring of the reward against Indian occupation. Under unparalleled concentration of military forces, there is a deliberate targeting of youth with the intent to crush the movement against military occupation.
Apart from magnitude of violence by the military forces of occupation, the most poignant aspect of the situation is the acute suffering of the whole population caused by the frequent curfews, disregard of normal life, arrests, detentions and sometimes disappearances of innocent civilians by the occupation authority. This is a situation without precedent in the South Asian subcontinent and few parallels in the world today.
India has legalized its state-sponsored terrorism in Kashmir by giving its forces powers to shoot to kill and humiliate the people and outrage their basic dignity. The peoples pain is compounded by the silence and indifference of the world powers. It has also allowed to remain unnoticed Indias relentless atrocities. In this situation, no external pressure can be mounted towards a more humane course of action. If however, it is desired that pending the tangible process towards a peaceful settlement, the situation has to be brought to a manageable level. The following measures need to be immediately encouraged.
a. The immediate and complete cessation of military and para-military actions against the civilian population in Jammu & Kashmir;
b. Withdrawal of the military presence from towns and villages;
c. Dismantling of bunkers, watch towers and barricades;
d. Releasing of all political prisoners;
e. Annulling various special repressive laws;
f. Allowing a freedom of press and expression; and
g. Restoring the rights of peaceful association, assembly and demonstrations.
We trust that you will bring your personal influence to bear on both India and Pakistan to initiate a peace process with which the United Nations as well as the people of Jammu & Kashmir will be associated so as to ensure that settlement arrived at will be based on the indisputable principles of justice.
