Dear Senators and Delegates:
We the undersigned, as concerned citizens of the Commonwealth of Virginia, families, and members of the community, are writing in support of the proposed Virginia Literacy, Education, and Rehabilitation Act of 2006 (formerly introduced as HB 2293 and SB 1254 in 2003, HB 362 and SB 75 in 2004, SB 805 in 2005).
We support the proposed legislation as it increases the chances of positive rehabilitation and successful reentry of formerly incarcerated persons by providing cost-effective incentives for participation in programs. It allows incarcerated persons to earn their incentives while increasing the chances of reduced recidivism overall and decreasing the cost of corrections for the taxpayer.
The proposed legislation provides a win/win situation for the families, the incarcerated persons, and the communities involved by increasing public safety through a smart on crime approach.
Please vote to adopt and pass the Virginia Literacy, Education, and Rehabilitation Act of 2006.
