Worldwide campaign
Save the Lebanese detainees in Syria

We, undersigned acknowledge that:

- Since 1976, and during 28 years, the Syrian forces have perpetrated arbitrary detentions and kidnapping against thousands of Lebanese citizens, and have transferred them to the Syrian jails, with total disregard for the rule of the Lebanese and International laws. Some of the detainees were released, others died in custody, and the rest of them are still enduring the cruelty of the Syrian prisons.
- The Lebanese and the Syrian authorities have always denied the detention of Lebanese in Syrian jails. The release of 121 detainees in March 6, 1998, and that of 54 others in January 12, 2000 contradicted this.
- The Lebanese authorities are dealing scantily with this issue, and endeavoring to close it. That was the exact purpose of the 1st and the 2nd governmental commission respectively headed by general Salim Abou Ismail and minister Fouad El Saad.
- The Syrian authorities continual denial of the detention of Lebanese in Syria could not convince the international authorities. The European parliament adopted a resolution on March 17, 1998, and reaffirmed it on January 17, 2003, calling for the termination of the tragedy of the Lebanese detainees in Syria. The Human Rights Committee at the United Nations also recommended on April 6, 2001 the formation of an independent commission in order to investigate into the cases of enforced disappearances perpetrated by the Syrian forces on the Lebanese territories.

According to The Universal Declaration for Human Rights and the International Covenant on Civil and Political Rights, arbitrary detentions and enforced disappearances are considered crimes against humanity. Thus, we urge the international community, especially the United Nation and the European Commission, to take action in order to realize:

- The immediate release of all the Lebanese who are still detained in the Syrian prisons.
- The entrance of the International Red Cross and the humanitarian organizations to the Syrian prisons in order to confirm that no more Lebanese are still in detention there.
- The repatriation of the remains of those who died in detention because of illness or torture, and of those who were executed.
- The formation of an international commission to investigate into the cases of enforced disappearances perpetrated by the Syrian forces against Lebanese citizens.
- The publication of a detailed list of the names of all the Lebanese who were arrested by the Syrian forces since 1976 and to date.

Nous, soussignйs ,reconnaissons que :

Les forces syriennes ont perpйtrй depuis 1976, et durant 28 ans, des enlиvements et des dйtentions arbitraires contre des milliers de Libanais, avant de les transfйrer dans les prisons syriennes , violant ainsi les lois libanaise et internationale. Certains dentre eux ont йtй relвchйs, dautres sont morts en prison, et le reste y subit toujours les supplices les plus cruels.
Les autoritйs syriennes et libanaises renient sans cesse la prйsence de libanais dans les prisons syriennes, malgrй plusieurs libйrations qui tйmoignent du contraire. La remise en libertй, le 6 mars 1998 de 121 dйtenus, et de 54 autres le 12 janvier 2000, en sont des exemples parmi dautres.
Les autoritйs libanaises traitent du dossier avec dйsinvolture et tentent sans cesse se le fermer. Cest dans ce but quont йtй conзues la 1иre et la 2иme commission prйsidйes respectivement par le gйnйral Sйlim Abou Ismail et le ministre Fouad El Saad
Le reniement continuel par les autoritйs libanaises de la dйtention de Libanais en Syrie ne sest pas avйrй convaincant auprиs des autoritйs internationales. Le parlement europйen a sorti une rйsolution le 12 Mars 1998, rйaffirmйe 17 Janvier 2003, rйclamant de mettre terme а la tragйdie des Libanais dйtenus dans les prisons syriennes. De sa part, lONU a recommandй le 6 Avril 2001 la formation dune commission indйpendante chargйe denquкter sur les disparitions de Libanais perpйtrйes par les forces Syriennes.

La dйclaration Universelle des Droits de lHomme, ainsi que le Pacte International Relatif aux droits Civils et Politiques considиrent Les dйtentions arbitraires et les disparitions forcйes comme des crimes contre lhumanitй. Et sur ce, nous incitons la communautй internationale mais surtout lONU et le Parlement Europйen de mener une action urgente afin dassurer:

-La libйration immйdiate de tous les libanais qui sont toujours en vie dans les prisons syriennes.
Lentrйe de la Croix Rouge Internationale et des organisations humanitaires dans les prisons syriennes afin de vйrifier quaucun Libanais ny reste dйtenu.
La remise des dйpouilles de ceux qui sont morts en dйtention, soit а cause dune maladie, soit sous la torture, soit exйcutйs.
La formation dune commission internationale chargйe denquкter sur les disparitions forcйes perpйtrйes par les forces syriennes contre des citoyens Libanais.
La publication dune liste dйtaillйe comportant les noms de tous les Libanais arrкtйs par les forces syriennes sur les territoires libanais depuis 1976 jusqu'а ce jour.
