0 Tolerance on naked shorting in the US

We want integrity brought back to the stock markets and have fundamentals mean something. The SEC must have 0 tolerance on naked shorting and brokerages who enjoy the practice should be penalized by being banned from shorting until the shares are delivered. Naked Shorting is forgery.
