On September 2, 1992, in Cleveland, Cuyahoga County, Ohio, USA, Jeffrey David Mann commanded his pit bull to brutally and repeatedly attack Angela Dolly Dennise Kaplan. Angela had been living with Jeffrey and his dog, Mac, since late 1987. Dollys arm was severely mutilated; her artery was severed; and the attack was so intense, her arm bone was gouged by Macs teeth. Had Jeffrey Mann sought medical attention for her, Angela would have survived, but would have lost her arm according to the Cuyahoga County Coroner. Instead, Jeffrey Mann watched her bleed to death and did not report the incident for approximately three or four hours. Between the time of the attack and when authorities arrived, he and/or parties unknown or unidentified bathed the dog and moved Angelas body from the bedroom to the living room sofa and began concocting numerous lies about what happened. Homicide detective, Michaelene Taliano, stated that the bedroom looked like a butcher shop. There was blood on the bed, floor, walls, and ceiling.
In November of 1993, Jeffrey David Mann was convicted of Angelas murder and sentenced to 15 years to life. He will be eligible for parole in 2004. At the time of her murder, Dolly was the mother of two girls, ages eight and four.
It is the wish of Dollys family that no other families are made to suffer such a loss at the hands of Jeffrey Mann. A person who could so callously and viciously murder someone he professed to love, is capable of doing the same thing or worse if given the opportunity. Morality can not either be legislated nor rehabilitated. Because of his depraved indifference to human life, we, the undersigned request you deny Jeffrey David Manns early release from prison.
The petition will be copied and mailed to the Ohio Parole Board on December 12, 2003, to meet Ohio Parole Board requirements. Additional signatures will be gathered and the petition will also be hand delivered to the Ohio Parole Board by Joyce Ragels, mother of Angela Dolly Dennise Kaplan, on January 5, 2004, in Columbus, Ohio. Final signature opportunity for electronic signatures will be January 2, 2004.
