Abandonment of pets from homes

It is revalant among sri lankan people to abandon their pets either when they fall ill or sustane injuries and other reasons including economic reasons which leads the pet to be traumaticed and die horrible deaths on the streets . Cant we formulate laws to prevent this happening and safeguard the rights of these animals. If an island wide campaign to spey animals within period of about six months we could definetly control the stray dog polution in our country succeesfully.Hope this would receive the kind attention of our leaders so that they would take appropriate action.
