Allow Students Cell Phones In School

It isn't right that the students aren't allowed to use their cell phones in school, whereas the teachers can use theirs anytime they please. The main problem is that it could be an emergency situation, and the teachers would not care. They confiscate the students phones because of some stupid rule. Last time I checked, taking an item without permission is stealing. And it clearly states in the handbook that no one is allowed to steal on school property. NO EXCEPTIONS! Why should the students be suppressed from using their cell phones when the teachers aren't? The rules in the handbook were meant for everyone, NOT JUST THE STUDENTS!
