Community Access Television for the Centre Area

We, the petitioners, urge our elected municipal and township officials to bring the Centre Area a cable TV service already found in towns across America: community access television.
What we want:
(1) Two public access channels -- one activated now, and one to accommodate growth over the 15- to 20-year franchise term
(2) Easy and open access at a reasonable cost to all members of the community, including individuals and nonprofit organizations, to create a vital forum for voices often excluded from mass media
(3) An independent nonprofit organization to govern the community access operation, with a governing board of members from the community
(4) Funding for space, equipment, training, and staffing to support community programming
Why we want it:
CATV can build a sense of community now that media consolidation has taken away most local news and flavor. "Local" commercial TV stations provide very little news from the Centre Area. Although there is some local programming on Penn State Public Broadcasting (WPSU), the two C-NET channels (Educational and Governmental) are our only other sources of televised news and information about purely local events. We need a community (public) access channel to complete the trio of local outlets (PEG channels) permitted by federal regulations -- and give the citizens of the Centre Area a voice in the public square.
Here are a few examples of programs CATV can add to our community cable lineup:
*** Cultural events such as stage productions and concerts, providing a showcase for local musicians, dancers, artists, and artisans
*** Sporting events not otherwise covered, such as Little League and Teener Baseball championships, hockey, football, and other youth sports
*** Informational programs by and about local nonprofit groups that promote community and business development, health and wellness, personal development, environmental awareness
*** Access to public events for the disabled and others unable to attend in person
*** Creative outlet for people of all ages from school kids to retirees
*** Place to share a special skill, either on a one-time basis or as a regular program sewing, gardening, cooking, arts and crafts
*** Calendar for meetings and public service announcements, readily accessible to community members
*** Forums to discuss important local issues and explore ways to make our community a better place to live
