The goal of ensuring national security is best advanced by having an informed and motivated military force comprised of individuals who voluntarily and knowingly agreed to serve in the U.S. military services. The goal of having an informed and motivated military force is best assured by efforts to ensure that the military has to compete in the "free marketplace" of ideas for prospective soldiers. Nothing about those objectives requires that access be provided to the names, addresses, telephone numbers and email addresses of individuals of any sort who do not elect to be contacted by the military to provide information about pending opportunities. More specifically - and pointedly - the military should not have a right of automatic access to information to educational records and enrollment-related information of American high school or college students.
