Sub: Need to change the present Vice Chancellor of Central University of Orissa, Koraput.

Background:

Tribal populated KBK area of Odisha is not only amongst the poorest area of India but also is much behind when it matters to deliver quality education compared with other areas of the state and country. Accepting the long standing demand of the people of the area, social and cultural Institutions and also of elected representatives i.e. Honble MLAs and Members of Parliament, their dreams finally turned in to reality when the Central University at Koraput in 2009 finally came in to existence.

Local organizations like INTACH, Koraput Chapter and COATS volunteered from day one in providing temporary accommodation including remodeling the campus as per the desire of the Vice Chancellor (VC) for opening of the university and also made all arrangements for the inaugural ceremony. However, by this time, intentions of the VC not to stay at the poverty struck backward area of KBK was clear that she wants the head quarter of the CU shifted to state capital Bhubneshwar or other areas as she submitted such proposal to the authorities. This has agitated students and public.

In the interest of KBK region, it is required to create bare minimum facilities at the earliest. Students of Mass Communication & Journalism' are the worst sufferers. Procurement of text books for the library and having a communication studio is not a difficult task for a Central University but Hon'ble VC has never applied her wisdom to solve the problem as she has other priorities. She spent Rs.55,00,000/- (Rupees fifty five lakhs) towards advertisements charges only for the inaugural ceremony in the news papers mainly of Kolkata and Delhi editions awarding a contract to Alakananda Publications vide CUO file No.1024/CUO/09. An inquiry will reveal the list of unnecessary exorbitant expenditure incurred that could have been utilized for the benefit of the students.

As if this is not enough, instead of staying at the allotted six quarters at Koraput, Vice Chancellor is not at all bothered to waste public money to enjoy best of comforts by staying at posh Hotel Mayfair, at Bhubneshwar that has a rent tag of Rs. 6,000/- (Rupees Six Thousand only) per day plus other expenses Her whimsical mind and attitude stands exposed in her holding a seminar at Bhubneshwar where all the students and teachers were shifted from far away 'Koraput' to 'Bhubaneswar', again at the cost of paying for their travel and lodging at Bhubaneswar out of the University fund. It is understood that VC has more plans ready in her bag to waste more public money in the name of taking the students to study tours and what not.
Petition:

Whereas Hon'ble VC Prof. Surabhi Banerjee operates mainly from Her residence at Kolkatta or through her room at Mayfair Hotel room at Bhubneshwar. She rarely visits her Office at Central University at Koraput.

Whereas Central University at Koraput is the autonomous legal body where besides VC four District Collectors of Koraput region and Superintendent of Police, Koraput (SP) are its ex-officio office bearers. SP is also the ex-officio Vice President. It is only in the interest of the CU that she stays at head quarter Koraput but also contributes most of her time and attention to the students in the KBK area and save public money from going to gutters.

Whereas instead of the two/three OSDs, a qualified and able Registrar and a suitable Finance Controller are appointed at the earliest so as to save public money from going to gutters and help establish facilities required for the students.

Therefore, in the larger public interest we call on The Chairman, University Grants Commission, Bahadur Shah Zafar Marg, New Delhi- 110002, His Excellency, The Governor of Odisha and Honble Minister for Human Resources, Government of India, New Delhi to please ensure that Prof. Surabhi Banerjee, Present Vice Chancellor of Central University, Koraput stays at Koraput and stops wasting public money or if she is not willing, she should be replaced with a dedicated academician who has a heart and soul for the people of Odisha in general and of KBK area in particular.
