Pets on Public Transit Policy In Ottawa

Dear Mayor Chiarelli and City Councillors:

Approximately fifty percent (50\%) of households in the City of Ottawa have a pet. As the population of Ottawa ages, companion animals will continue to be a growing component of the region's landscape, a fact that must be taken into account as part of overall urban planning.

In a rising number of Canadian cities, elected representatives and urban planners are implementing policies that facilitate and encourage a smooth integration of pets in urban areas, including provisions for the transportation of pets on public transit. Some examples of Canadian cities that have successfully introduced a pets on public transit policy are St. Johns, Halifax, Regina, Winnipeg, Edmonton, Calgary, Montreal, Toronto, Kelowna, Whistler, Vancouver, Victoria, Port Edward and Port Rupert.

Regretably, the City of Ottawa has no such policy, obliging non-vehicle pet guardians, including tourists travelling with companion animals, to rely on taxis to attend veterinary and grooming appointments, to participate in training classes, canine sporting events, and therapy visitation programs, or simply to include their pet on a social visit with friends. Many of these people -- especially seniors and people on fixed incomes -- simply cant afford cab fares.

In view of the fact that many Canadian cities have already implemented a pets on public transit policy, with few problems, we respectfully petition Ottawa City Council to draft and implement a parallel policy that permits at least small, crated pets on public transit during off peak hours.
