Richmond's Community Access TV Station Grossly Neglected
Community access centers exist because cable operators provide channel capacity, services, facilities and equipment as partial compensation to communities for their use of public rights-of-way (streets, highways, parks and other government owned property). This compensation provides access to media for the local population. Cable service must continue to be regulated at the local level and franchise fees must continue as a source of funding.
It is evident from the quality of programming, quantity of programming and poor picture quality coming into our homes that Comcast is neglecting its responsibilities in providing the local community with an access center capable of serving the needs of the community. The present facility is at best a mini-studio, operated by one paid employee three days a week. There is a high demand for programming from the public sector but the access station lacks the manpower to use the channel capacity to its full potential. Currently, studio producers are forced to wait approximately one year to produce live shows.
As subscribers, users and viewers, we deserve better. We demand better service and an upgraded facility capable of transmitting signals with improved quality. As users, we demand more than a mini-studio with outdated equipment and one employee three days a week.
We demand an audit to account for the unequal distribution of funds apportioned within Public, Education and Government ( PEG) access media. It is obvious that the two sister components of PEG, Education and Government, are allocated a much larger share of the budget than the Public entity.
If Comcast is unable or unwilling to dedicate immediate attention to local community access television serving Richmond, Hanover, Henrico, Goochland, and Ashland then the Franchise must be awarded to another Cable Company with an interest in providing adequate services and facilities to the local community.
