Salmon River, NY Drift Boat usage regulation

We the licensed anglers of the state of New York do here by request that you provide proper consideration in the matter set fore.
With the growing popularity of online fishing communities licensed angler are discovering and recounting increasing numbers of conflicts on the Salmon River in Oswego County, NY.
Conflicts are ranging from inconsiderate fishing practices to verbal assaults from professional fishing guides and recreational drift boat anglers. The increase drift boat traffic has increased the complaints of boats, using a technique called back trolling, interfering with bank anglers. This technique often causes drift boat fisherman to operate their vessel in a manor that keeps the vessel relatively stationary for extended periods of time. As a result bank angler are unable to fish a section of water due to the boat and its gear being in front of them, sometime with in 5-10feet, interfering with casting and fishing.
Competition for prime fishing holes is causing boat operator to engage in operation of their vessel earlier and earlier in the morning, sometimes several hours prior to day light. These vessels are navigating the water way in without any form of navigation lights and are hazards to wading anglers who are unable to hear their approach due to the ambient noise of water movement. This competition is also resulting in conflicts between boat operator displaying frustration when other anglers arrive earlier then they have. Additionally some boat operators are maneuvering and positioning their vessels in a manor that makes fishing for existing bank anglers difficult. As a result this bulling technique causes bank anglers to leave their chosen location for another freeing the section of river for the boat operator.
We the licensed anglers propose that you the DEC investigate the feasibility of regulating commercial and recreational drift boat use on the Salmon River. We encourage the DEC to consider additional permitting and regulation to provide and equitable resource usage based on number anglers using this resource.
We request that the DEC investigates the possibility of creating operational time restrictions on drift boat usage, including an earliest launch time, limited number of daily usage permits equitably distributed between recreational and commercial usage, day(s) of the week usage limitation, or a combination of the above mentioned.
