We in the voluntary sector in India are seriously concerned to learn that the Government is preparing a new FCMC Bill 2005 by replacing FCRA, 1976. FCRA was enacted in the year 1976 to regulate the acceptance and utilization of foreign funds in the country for developmental, academic and religious activities.





It is noteworthy that voluntary sector has been doing a good job for last several decades supplementing governments work in several sectors ranging from health to Panchayati Raj. This sector has also been effectively helping communities and governments under difficult circumstances when natural calamities and disasters break out. Gujarat earthquake and the latest tsunami disaster are cases in point.





We in the voluntary sector in India are prepared to work with the Government on all fronts hand in hand but need enabling environment to be able to continue doing good work, which FCRA and proposed FCMC Bill hinder.
