On October 10, 2001, Nancy Lamprey was convicted of Manslaughter for killing 10 year old Katie Silva. She was also convicted of 4 counts of First Degree Assault and 1 count of Reckless Assault for the injuries to 10 year old Nicole Morin, 10 year old Michael Lacrosse, 6 year old Cam Morin, 6 year old Danielle Lacrosse and 6 year old Katelyn Leonard. She was sentenced to 15 to 30 years in the NH State Prison for Women. The judge added a stipulation to her sentence that if she could come up with a substantial community awareness program on seatbelt safety he would consider reducing her sentence. Of note, she has NEVER taken responsibility for this incident and exhausted every avenue made available to her by the state of NH to prevent serving any jail time.
As of December 16, 2004, Ms. Lamprey will have served 2 years and 1 month in prison, far short of what we think is appropriate for the death of 1 child and the severe and permanent injuries of 5 additional children. Given the recklessness of Ms. Lamprey's behavior, total disregard for the children's safety and the parent's instructions and the lack of acceptance of responsibility, we believe that Ms. Lamprey should continue to be incarcerated. Considering that an effective sentence includes punishment and general deterrence we do not feel that her short term of incarceration will achieve either goal. The message to childcare providers and Ms. Lamprey needs to be clear and concise that putting our children at risk of death or injury, when you have the responsibility to care for them, is unacceptable and will have severe consequences. We request that the Court adopt the State's position on sentencing, which is 10-20 years in prison.
