Spartanburg County Council is proposing an amendment to their animal control ordinance where they would discontinue bringing animals to the Spartanburg Humane Society and build their own animal disposal facility.
The amendment would allow the county shelter to hold animals they deem as having owners for three days (ID or rabies tags). The three-day timeframe is not mandatory; it will be used at their discretion. Animals that have been deemed not to have owners, or animals that have been surrendered will be euthanized without any period of detention.
Here is the ordinance in respect to the above:
Sec. 6-6 Animal Shelter
(d).....If a pet has no identification tag, tattoo, rabies tag, or other mark or other mark or device that identifies the owner, it shall be deemed abandoned property which the county may assert a paramount interest for the health, safety and protection of the public, and such animal may be offered for adoption or disposed of humanely WITHOUT ANY PERIOD OF DETENTION, at the discretion of the Animal Control or authorized officer.
Sec. 6-7. Wounded or diseased animals.
Any animal that is wounded or diseased or in great pain, in the judgment of the Animal control or any authorized officer or authorized animal shelter personnel, may be destroyed IMMEDIATELY.
PETITION
As concerned citizens, we strongly oppose the use of Spartanburg county funds to build, staff and support an additional animal control facility. We feel the budget should be reviewed to include the same or greater funding for the current animal shelter.
