Wireless System Access Fees

Since wireless service has been around, consumers have been charged "System Access Fees." Whether it be Bell, Rogers, Telus, Fido, Verizon, Other. The reasoning behind it is as followed as quoted from the Bell.ca website:
"System Access Fee: The fee that may be charged to you to help recover the costs associated with operating and maintaining a wireless network, including costs for ongoing maintenance, new equipment installations and technology upgrade. It is not required by nor collected for the government."
Why should we be charged $7.00 - $10.00 dollars extra every month to cover the phone companies upgrading costs? Is that not what we pay $30, $40, $50, $60 or more dollars for in our monthly plans? If the Wireless company wants to upgrade, that's their own decision. Don't charge us the cost to upgrade you're Billion Dollar Companies.
