Los ciudadanos de la Uniуn Europea abajo firmantes manifestamos que no estamos dispuestos a asistir impotentes a la atrocidad que se estб cometiendo ante nuestros propios ojos contra el pueblo palestino.
En los tiempos de Hitler no habнa un televisor y un telйfono en cada casa. Y aunque el Estado de Israel ha expulsado a los corresponsales de las ciudades ocupadas y veta el acceso a observadores internacionales y diplomбticos acreditados, es imposible evitar que las imбgenes y la narraciуn de la tragedia palestina lleguen a los ciudadanos. Esta vez, por tanto, nadie en Europa podrб decir que ignoraba lo que estaba sucediendo, nadie podrб mostrar sorpresa y horror despuйs de los hechos. Esta vez todos estamos informados dнa a dнa: todos somos responsables.
Europa constituye no sуlo una comunidad econуmica de primera magnitud mundial. Es tambiйn, y por encima de todo, una sociedad plural que comparte los valores democrбticos y de defensa de los derechos humanos. Asн ha venido tradicionalmente defendiйndolos como sus seсas de identidad ante la comunidad internacional. Y debe seguir defendiйndolos en toda su extensiуn.

Cuando llegue la hora de Yasser Arafat sea por la mano de Sharon o porque se cumpliу su tiempo- persistirб нntegra la resistencia palestina, viva mientras quede un solo palestino que haya sobrevivido.
Los ciudadanos europeos hemos elegido a nuestros gobernantes para que defiendan los valores de convivencia, tolerancia, y respeto a los derechos humanos en los que estб basada nuestra comunidad, creada trabajosamente despuйs del baсo de sangre cuyas secuelas aъn padecemos. Tambiйn pedimos a los ciudadanos europeos que se manifiesten pъblicamente. La vida en democracia y libertad no debe, no puede, limitarse al voto en las urnas. Nuestros gobernantes nos representan pero no pueden sustituirnos. Hoy mбs que nunca ningъn hombre es una isla, aislado en sн mismo. Debemos ayudar a detener la guerra. Debemos ayudar a construir una paz justa.

We, the undersigned, citizens of the European Union, declare that we refuse to watch in impotence the atrocities against the Palestinian people that are taking place before our eyes
Television and telephone in every house did not exist in times of Hitler. And even though the State of Israel has banned the press from the occupied cities and does not allow access to international observers and diplomats, even so images and chronicles of the Palestinian tragedy reach the citizens. This time, therefore, nobody in Europe will be able to say they ignored what was happening, nobody will be able to show surprise and horror after the fact. This time, we are all informed, day to day: we are all accountable.
Europe in not only a first rate economic community. It is also and above all a plural society, sharing the common values of democracy and defence of the human rights. These have been traditionally upheld as its identity signs before the international community, and Europe must continue this defence with all its might.
For many of us, these principles are now being trampled on by the State of Israel in a way that, according to many observers, even Israelis, brings to mind the nazi and fascist shame that bloodied Europe half a century ago. True, the means of execution are different, and technology has evolved. But the humiliation of people, the total contempt for the humanist values on which the coexistence of our countries is based, the merciless treatment of the weak, and all the atrocities of the universal treaty of racism and infamy are the same.
Our elected leaders hesitate to apply penalties even commercial ones- to a State that disregards the agreements and resolutions of international law. Even today, the State of Israel is capitalising the international aid in multiple ways: as the recipient of a historical solidarity that its policies do not deserve; as a potential victim of aggressions whose roots it is constantly nourishing; finally, as an obstacle to the impossible reconstruction efforts of the Palestinian people. Nevertheless, many citizens are already applying penalties on a personal level: a total boycott to products and services made in Israel is underway, and will continue growing despite the lack of official support. Europe must stop supporting this aggressor State.
The official political discourse is shamefully targeted on the physical integrity of the President of the Palestinian Authority. Being in itself correct, this discourse forgets the real suffering subject of this tragedy: the millions of Palestinians, mostly civilians, victims of the madness of an army seemingly out of control.
When Yasser Arafat is no longer here either by Sharons hand or because his time has come- the Palestinian resistance will be intact, alive as long as one Palestinian has survived.
We, European citizens, have elected our leaders to uphold the values of coexistence, tolerance, and respect of human rights: the cornerstones of our community, painfully built after a bloodshed whose consequences we still suffer.
Therefore, the leaders of the European Union must raise their voice urgently, demanding the end of the aggression against the Palestinian people, and must implement measures to back this demand. This is their duty, not only to be consequent with the values upheld by the majority of the Europeans, but as a duty derived from the responsible exercise of the democratic representation they carry.
Should these urgent measures not be implemented, the European Union will not only be an accessory of these atrocities: it will also see how the trust and the values that mark our European identity are diminished, as a result of the lack of decision of its representatives. And moreover, the hopes for peace we have perceived and tried to develop will start vanishing with each offence to the dignity and integrity of a sibling, a son, a mother, a friend, a neighbour.
We demand from the European leaders a decisive action in the face of a crisis of these proportions. We demand urgent and efficient action, according to international law and aiming to defend it, as expected by human dignity and by the principles that define Europe.
We also demand from the European citizens a public demonstration. Life in democracy and freedom must not, can not, be limited to the act of voting. Our leaders represent us, but can not stand in our place. Today, more than ever before, no man is an island, alone by himself. It is our duty to contribute to stop the war. It is our duty to contribute to build a fair peace.
