An ecomuseum for the Lagoon of Venice



Stated that:



The lagoon of Venice is the largest coastal lagoon in the area of the Upper Adriatic, of about 50 kilometres of length and has a width between 10 and 11 kilometres. Its shapes remembers a segment of orange, with the convexity towards North-West. The lagoon is within the historical river mouths of the Sile (North-East) and the Adige (South-West), and precisely between the todays river mouths of the Sile and the Brenta-Bacchiglione. The lagoon covers an area of 549 square km (about 50.000 hectares), the 67\% is water, the 25 \% is of salt marshes, and the 8 \% of islands. The 15 \% of the whole surface is embanked by fish farms (about 24), covering a surface of 9 square km. The vary in dept of is between a few centimetres in the internal marshes and more than ten metres at the ports and ship-canals.



Venice and its lagoon are listed in the UNESCOs World Heritage List since 1987 and in particular the sole and one of the statement that can be more proper is

o ... some cultural and natural heritages prove an extraordinary interest to be preserved as element of the world heritage.



the legislation emanated for disciplining the action of safeguard and recovery of the city of Venice and its lagoon, is articulated in a series of laws that must unitarily be considered to the aim of a total appraisal. The Policy of the management of the lagoon makes in fact reference the complex legislative production that comes known under the name of legge speciale for Venice and Chioggia.

It is particularly innovative and far-sighted to consider unitarily both the lagoon territory and the historical city one. This much more if one consider the simply naturalistic aspects of the lagoon, the largest wetland in Italy and one of the most important in Europe and the whole Mediterranean.



The role of Venice has to be recognised as the territory that has embodied, in such actual and universal way, the dilemma of a risky and uncertain, but at the same time exalting, relationship with nature. This talks to our future more than to our present



Venice can be a guide towards the integrated management processes and environmental protection useful also for other urban coastal or of delta areas.



The undersigned representatives of bodies and institutions,



Subscribing the principles of the Urbino Chart of 2002:



1. In the future of the humanity the millenarian patrimony of the art, culture and history will have a determining role for strengthening the own identity and the sense of mutual understanding;

2. The cultural patrimony is determining means in order to express the individualities of the single Countries and communities that have produced it;

3. The values represented by the cultural patrimony demand a continuous and incisive action of sensitisation, to turn with particular attention to the young generations which such patrimony will be transmitted, and a wide sharing of responsibility aimed to its protection and valorisation.



Considering that:



1. The sites enrolled in the list of the Unescos Heritage, are they entire cities, single monuments, archaeological localities or cultural landscapes, do not only belong to who you live and you work, but they belong to all the entire Humanity;

2. it is a right of the future generations to be able to make use of such patrimony, that therefore must be conserved both with ordinary maintenance operations and extraordinary or of restoration ones, and with proper emergency systems, and also is safeguarding the context in which it is inserted and of which it is integrating part;

3. It is a must of who has the administrative responsibility of the sites to strive itself so that they are conserved and made use from public the more wide one and diversified, without ant kinds the reduction or alteration of their state of conservation, identity and cultural values that they represent



Acknowledging that:



it is indispensable that the public institutions of the various levels of government supply, through proper instruments of economic and financial programming the necessary resources - which they can concur also the private initiative - so that the administrators responsible are placed in a position to carrying out an effective action of maintenance, emergency and valorisation of sites in the List



Thinking that:



1. The restoration dynamic equilibrium between the several activities in lagoon and the ecosystem demands a regional legislative plan that sights to reconfirm and guardian the environmental biodiversity, recovering symbiosis with the human activities; to promote environmental education and the scientific search; the cultural and economic local development of the residents populations;

2. Environmental management in its millenarian equilibrium with the culture and human activities is therefore the reference centres of a legislative action and that the Ecomuseum of the lagoon of Venice will be able to favour the right equilibrium of the various members, in a territory that integrates high naturalistic valence with anthropic, historical and artistic valences;

3. The ecomuseum of the lagoon of Venice will be able to favour and to manage the delocalisation and redistribution of the flows, with the aim to structure an aware and sustainable tourism.

4. The ecomuseum of the lagoon of Venice will have to articulate in an organic system of fixed stations and distances, as a flywheel of the museum structure, from which leave the various routes towards the lagoon.

5. The ecomuseum of the lagoon of Venice will have to favour the interactivity through the exposure of experiences rather than of inert objects; the evocation of emotions, beyond that of acquaintances; the evolutionary dimension of the scientific and technological acquaintances and their local conceptualisation, both on the historical and social level; the emphasis on the collaboration between the visitors for the realization and the development of the introduced experiences. The possibility to cover the territory virtually and to deepen of the acquaintance allows a more aware and responsible journey, careful to the environmental and cultural equilibriums.



Request the President of the Giunta Regionale del Veneto, the President Consiglio Regionale del Veneto, the President of the VI Commissione Consiliare del Consiglio Regionale del Veneto so that the Law n. 60/2005: ISTITUZIONE DELLECOMUSEO DELLA LAGUNA DI VENEZIA could be a common topic in order to conclude soon its iter.
